Akta Pembaharuan Bandar (URA): Alat Strategik untuk Pembangunan Saksama, Bukan Manipulasi Politik
Akta Pembaharuan Bandar (URA) bukanlah agenda politik DAP, dan ia juga bukan polisi yang tiba-tiba diperkenalkan oleh Kerajaan Perpaduan MADANI yang dipimpin oleh YAB Datuk Seri Anwar Ibrahim (PMX). Sebaliknya, undang-undang ini telah dimulakan semasa pentadbiran Perikatan Nasional (PN) yang mentadbir Malaysia selama 30 bulan antara 2020 hingga 2022.
Oleh itu, amat hipokrit bagi PN untuk menuduh kerajaan sekarang tergesa-gesa melaksanakan akta ini, sedangkan mereka sendiri yang meletakkan asasnya.
Hipokrasi dan Naratif Palsu PN tentang URA
PN, terutamanya melalui Datuk Seri Takiyuddin Hassan, mendakwa bahawa URA sedang dilaksanakan secara tergesa-gesa tanpa perbincangan Parlimen yang teliti. Namun, hakikatnya URA telah dirancang sejak 2021—ketika PN berkuasa.
Jika benar Takiyuddin dan PN begitu prihatin, mengapa mereka tidak membangkitkan isu ini ketika mereka memegang kuasa?
Kontradiksi ini membongkar strategi klasik PN—memutar belit fakta dan menggunakan separuh kebenaran untuk memanipulasi sentimen rakyat. Mereka sengaja mengabaikan fakta bahawa URA sebenarnya adalah hasil kerja mereka sendiri dan kini cuba menggunakannya sebagai senjata politik terhadap kerajaan.
Malah, strategi ini diperkuatkan lagi oleh kenyataan mengelirukan Syed Saddiq, Ahli Parlimen Muar, yang ucapannya di Parlimen telah tular. Walaupun semangatnya dihargai, hujahnya yang dangkal gagal menangani isu sebenar mengenai pembaharuan bandar.
Mengapa URA Diperlukan: Hakikat Kemerosotan Bandar
Banyak bangunan kediaman dan komersial di Malaysia telah berusia lebih 50 hingga 70 tahun. Contohnya:-
✅ Flat San Peng (Rumah Pangsa Sri Selangor) – Dibina pada 1972, salah satu flat bertingkat tertua di Kuala Lumpur. Malah, bangunan ini sudah wujud sebelum Syed Saddiq dilahirkan.
✅ Projek perumahan lama di Kuala Lumpur, Pulau Pinang, Johor Bahru, dan Selangor semakin uzur, menimbulkan risiko keselamatan dan menjejaskan kualiti hidup.
✅ Pembangunan semula secara tidak terkawal sering menggusur komuniti Bumiputera dan B40 tanpa pampasan yang mencukupi, menyebabkan penurunan pemilikan hartanah Bumiputera di bandar.
Justeru, pembaharuan bandar adalah suatu keperluan. Isu sebenar bukanlah sama ada pembangunan semula harus dilakukan atau tidak, tetapi bagaimana ia boleh dilaksanakan secara adil—menjamin keadilan sosial, kelestarian ekonomi, dan keseimbangan untuk komuniti Bumiputera serta B40.
Mengubah URA menjadi Peluang untuk Bumiputera & B40
Daripada menentang URA secara membuta tuli, penggubal dasar harus menggunakan akta ini sebagai alat untuk memperkasakan Bumiputera dan golongan B40. Antara strategi utama yang perlu diberi keutamaan:-
1️⃣ Keutamaan kepada Pemilik Rumah Bumiputera & B40
✅ Jaminan keutamaan kepada Bumiputera dan B40 dalam pembangunan baru pada harga mampu milik, bukan harga pasaran yang melambung.
✅ Kuota pemilikan Bumiputera wajib bagi mengelakkan perpindahan paksa komuniti Bumiputera ke kawasan luar bandar atau pinggir bandar.
✅ Langkah perlindungan ketat untuk memastikan pemilik tanah tidak dipaksa menjual tanpa pampasan yang adil.
✅ Pemantauan kerajaan dalam penentuan kadar pampasan supaya pembangun tidak hanya mementingkan keuntungan tanpa menjaga kesejahteraan sosial.
2️⃣ Meningkatkan Pemilikan Bumiputera dalam Kawasan Pembangunan Semula
✅ Kuota Bumiputera lebih tinggi bagi memastikan pemilikan Bumiputera meningkat di kawasan baru.
✅ Pengawasan ketat bagi mengelakkan pemaju memanipulasi polisi pemilikan Bumiputera melalui taktik licik.
✅ Sekatan penjualan hartanah Bumiputera kepada bukan Bumiputera bagi mengekalkan pemilikan jangka panjang.
✅ Dasar “Bumiputera First” untuk ruang perniagaan—sekurang-kurangnya 50% daripada premis perniagaan diperuntukkan kepada usahawan Bumiputera.
3️⃣ Insentif Khas untuk Pembeli Rumah Bumiputera & B40
✅ Skim pembiayaan yang dijamin kerajaan untuk membantu Bumiputera dan B40 mengekalkan pemilikan hartanah.
✅ Dana Pembaharuan Bandar Bumiputera (BURF) untuk membantu pemilik rumah berpendapatan rendah.
✅ Insentif cukai untuk pemaju yang memperuntukkan lebih banyak unit kepada Bumiputera dan B40.
✅ Kelonggaran syarat pinjaman bank bagi memastikan pembeli rumah B40 tidak disisihkan.
4️⃣ Mencegah Spekulasi & Eksploitasi
✅ Penguatkuasaan undang-undang anti-spekulasi untuk menghalang pemajuan hartanah yang hanya menguntungkan golongan kaya.
✅ Tempoh pegangan wajib bagi hartanah Bumiputera supaya tidak dijual dengan mudah kepada bukan Bumiputera.
✅ Larangan pembelian pukal hartanah Bumiputera oleh pelabur bukan Bumiputera untuk melindungi pembeli individu.
5️⃣ Peranan GLC & Agensi Pelaburan Bumiputera
✅ Syarikat berkaitan kerajaan (GLC) seperti MARA, UDA, dan PNB diberi keutamaan untuk memiliki hartanah di kawasan pembangunan semula.
✅ Agensi pelaburan negeri dan Bumiputera harus memainkan peranan aktif dalam pembangunan bandar.
✅ Kerjasama strategik antara GLC dan pemaju swasta untuk mengelakkan pemusatan monopoli hartanah.
Retorik Politik PN vs. Penyelesaian Berasaskan Polisi
Jelas bahawa kritikan PN terhadap URA adalah bermotifkan politik dan bukan berdasarkan penyelesaian sebenar.
Daripada mencadangkan pindaan yang mengukuhkan hak Bumiputera dan B40, PN lebih memilih untuk menipu rakyat dengan memanipulasi fakta dan menyebarkan naratif palsu bahawa URA adalah agenda DAP—sedangkan PN sendiri yang memulakannya.
Kesimpulan: Jalan ke Hadapan yang Betul
URA bukan ancaman kepada Bumiputera & B40. Sebaliknya, ia adalah peluang untuk memperbaiki pemilikan Bumiputera di bandar.
Daripada menentang URA secara membuta tuli, PN dan Syed Saddiq sepatutnya mencadangkan pindaan yang memperkukuhkan ketahanan ekonomi Bumiputera.
Jika PN benar-benar memperjuangkan kepentingan Melayu dan Bumiputera, mereka perlu berhenti bermain sentimen kaum dan mula menyumbang kepada pembentukan dasar yang lebih baik…!!!

The Urban Renewal Act (URA) is not a political agenda of DAP, nor is it a sudden policy implemented under the Kerajaan Perpaduan MADANI led by YAB Datuk Seri Anwar Ibrahim (PMX). Instead, this legislation was initiated during the Perikatan Nasional (PN) administration, which governed Malaysia for 30 months between 2020 and 2022. It is therefore sheer hypocrisy for PN to accuse the current government of pushing this Act in haste, when it was their own administration that laid the groundwork for it.
PN’s Hypocrisy and False Narrative on URA
Perikatan Nasional (PN), particularly through Datuk Seri Takiyuddin Hassan, claims that the government is rushing the Urban Renewal Act without proper parliamentary discussion. However, the fact remains that URA was already in the pipeline since 2021, during PN’s rule. If Takiyuddin and his colleagues were truly concerned, why didn’t they raise these issues when they were in power?
This contradiction exposes PN’s classic strategy—using half-truths and selective narratives to manipulate public sentiment. They conveniently ignore that the legislative process of the URA was initiated under their own leadership and attempt to weaponize public opinion against the current government.
The opposition’s political maneuvering has also been further amplified by misleading statements from Syed Saddiq, the Muar MP, whose emotionally charged parliamentary speech has gone viral. While his passion is commendable, his superficial argument fails to address the real issues behind urban redevelopment.
Why URA is Necessary: The Reality of Urban Decay
Many urban residential and commercial buildings in Malaysia are over 50 to 70 years old. For instance:
✅ Flat San Peng (Rumah Pangsa Sri Selangor), built in 1972, is one of Kuala Lumpur’s oldest high-rise flats. The structure predates Syed Saddiq’s birth.
✅ Older housing developments in major cities such as Kuala Lumpur, Penang, Johor Bahru, and Selangor are becoming structurally unsound, posing safety risks and lowering living standards.

Turning URA into an Opportunity for Bumiputera & B40
Rather than blindly opposing the URA, policymakers must focus on leveraging the Act to empower Bumiputera and B40 communities. The following strategies should be prioritized:
1. Prioritizing Bumiputera & B40 Homeowners
✅ Ensuring automatic priority for Bumiputera and B40 residents in new developments at affordable rates, not inflated market prices.
✅ Mandating Bumiputera homeownership quotas in redeveloped areas to prevent forced migration of Bumiputera communities to suburban or rural areas.
✅ Implementing safeguards to prevent landowners from being pressured into selling their properties without fair compensation or viable resettlement options.
✅ Government oversight in determining compensation rates to avoid exploitation by developers who prioritize profits over social equity.
2. Increasing Bumiputera Ownership in Redeveloped Areas
✅ Setting a higher Bumiputera quota in newly developed areas, ensuring Bumiputera equity surpasses current levels.
✅ Strengthening monitoring mechanisms to prevent developers from circumventing Bumiputera ownership policies through underhanded tactics.
✅ Restricting the resale of Bumiputera properties to non-Bumiputera buyers, with a moratorium on sales for a certain period to maintain long-term Bumiputera presence in key urban locations.
✅ Introducing a “Bumiputera First” policy for commercial spaces in redeveloped areas, ensuring that at least 50% of business premises are allocated for Bumiputera entrepreneurs.
3. Special Incentives for Bumiputera & B40 Homebuyers
✅ Creating a government-backed financing scheme to assist Bumiputera and B40 buyers in retaining ownership of redeveloped units.
✅ Establishing a Bumiputera Urban Renewal Fund (BURF) to help lower-income homeowners finance their reintegration into redeveloped neighborhoods.
✅ Providing tax incentives for developers that allocate more units to Bumiputera and B40 buyers.
✅ Relaxing bank loan conditions to ensure B40 buyers are not excluded due to financial constraints.
4. Preventing Speculation & Exploitation
✅ Enforcing strict anti-speculation laws to prevent property flipping that drives up real estate prices, making it unaffordable for Bumiputera and B40 buyers.
✅ Ensuring properties sold under Bumiputera quotas remain within Bumiputera ownership for a defined period.
✅ Banning bulk purchases of Bumiputera properties by non-Bumiputera investors to protect individual buyers from price manipulation.
5. Role of GLCs & Bumiputera Investment Agencies
✅ Government-linked companies (GLCs) such as MARA, UDA, and PNB should be given priority access to purchase and retain properties in redeveloped areas.
✅ State-linked Bumiputera investment arms should play an active role in acquiring, developing, and managing key urban properties to ensure sustainable Bumiputera ownership.
✅ A structured collaboration between GLCs and private developers should be established to prevent monopolization by a few select companies.
PN’s Political Rhetoric vs. Constructive Solutions
It is evident that PN’s criticism of URA is politically motivated rather than solution-driven. Instead of offering constructive amendments to strengthen Bumiputera and B40 rights, PN chooses to manipulate public perception by falsely portraying URA as a DAP-driven agenda—when in fact, it was initiated under their own administration.
Rather than fueling racial paranoia, Syed Saddiq and PN MPs should focus on working with the government to refine the URA for the benefit of all Malaysians. His emotional grandstanding in Parliament does little to advance the interests of Bumiputera and B40 communities and instead distracts from meaningful policy discussions.
Conclusion: The Right Way Forward
The URA is not a threat to Bumiputera and B40 communities—if anything, it provides an opportunity to redefine urban ownership in their favor. The real challenge is ensuring that the legislation contains the necessary protections, incentives, and safeguards to prevent wealthy developers from sidelining Bumiputera interests.
Instead of blindly opposing the URA, PN and Syed Saddiq should push for amendments that reinforce Bumiputera economic resilience. This is the moment for real policy engagement, not empty rhetoric.
If the opposition truly cares about Malay and Bumiputera interests, they should stop playing the race card and start contributing to the policy-making process—because Malaysia deserves leaders who bring solutions, not just noise.
Final Thought:
PN must be held accountable for their hypocrisy. The URA is not a DAP agenda, nor is it an attempt to displace Bumiputera communities. Instead of fear-mongering, PN should take ownership of the policy they initiated and work towards making it better.
As the Kerajaan Perpaduan MADANI continues its commitment towards fair and sustainable urban renewal, Malaysians must reject political manipulation and focus on real solutions for a better future…!!!

Agree on the exercises that will be done by petronas even though i might be the one that will be facing this issue. Petronas is like an old man that has a lot of health problems like obes, diabetes, high blood pressure and etc. So this exercise is like a cure to ensure Petronas can fit enough again otherwise he will die soon. Also at Petronas there is a lot of governance that needs to follow that made PETRONAS not compatible compared to other Oil and Gas companies.
