    Unwanted staring, when told to stop, IS considered sexual harassment and can be reported. Sexual harassment laws don't just apply at our places of employment.

    FYI for anyone wondering how to deal with this…

    Report this kind of behaviour to your gym. If the gym doesn't take it seriously (ie. by banning the guy), find a new gym. Gyms should have a zero tolerance policy on that sort of behaviour.
